Juvenile Substance Abuse Diversion & Condition of Release Supervision



Diversion Services Include:
1. For First Time Offenders with Alcohol and Drug Related Offenses
2. Provides Prevention Education
3. Refer to Inpatient and Outpatient Drug Treatment Programs
4. School and Community Contacts
5. Parent Involvement
6. Random Drug Testing

Condition of Release Services Include:
1. Supervise Juveniles that are Awaiting Adjudication on Current Offense
2. Refer to Community Resources
3. Random Drug Testing
4. Complete Douglas County Youth Services Evaluation
5. Makes Recommendations to the Court


Juvenile Justice Authority Case Management


The Juvenile Justice Authority contracts with Douglas County to provide case management services for youth in the custody of the Juvenile Justice Authority who reside in the Seventh Judicial District.

Services Include:
1. Conduct Youth and Family Assessments
2. Develop and Monitor Case Plans
3. Purchases Services for Juveniles in Custody
4. Provide Supervision and Monitoring
5. Parental Contact
6. Ensures Title IVE and ASFA compliance
7. Access State Purchase of Service funds
8. Coordinate Service Provider Payment with JJA
9. Utilize Local Purchase of Service Funds to Purchase
10. Clothing, Transportation, Electronic Monitoring and Misc.


Juvenile Community Corrections


The Juvenile Justice Authority contracts with Douglas County to provide Juvenile Community Corrections services for youth who have been assigned to Community Corrections, by the court in the Seventh Judicial District.

Services Include:
1. Forensic Evaluations
2. Community Service Work Coordination
3. Aggression Replacement Training
4. House Arrest with Electronic Monitoring
5. Social Skills Groups
6. Job Placement/ Job Referral
7. Drug Screens
8. Surveillance
9. KSIR Jail Program


Community Planning/Administrative Structure


The Juvenile Justice Authority contracted with Douglas County to coordinate a Community Planning Team process which was mandated to develop a more effective way to work with juvenile offenders in the the Seventh Judicial District. The Seventh Judicial District Comprehensive Strategic Plan was completed in November of 1998.

The Administrative Structure was created to provide:
1. Avenue for distributing prevention, intervention/graduated sanctions, and core services funding within the Seventh Judicial District
2. Ensure Compliance with the Comprehensive Strategic Plan
3. Provide Fiscal Management Oversight of Juvenile Justice Grant Funds


Detention Day School


The Detention Day School was created in collaboration with Unified School District #497. The day school serves adjudicated offenders who have been ordered to attend day school by the court. The day school program was developed as a way of providing services (in the community) to at-risk offenders who require more intensive supervision, while reducing the need for costly juvenile detention placement or other out of home /community placements. The day school is licensed to serve 40 students.

Juvenile Detention


Douglas County is the host county responsible for the operation of a regional juvenile detention center serving a 13 county area in Northeast Kansas. The detention center is licensed for 18 residents.

The Detention Center provides services to juveniles:
1. Awaiting Court Action
2. Serving Court Imposed Sanctions
3. Age Range of 10 to 18 Years of Age
4. Serves Both Male and Female
5. Length of Stay Is 1 - 90 Days

Counties Served:
Anderson, Brown, Chase, Coffey, Douglas, Jackson, Jefferson, Lyon, Miami, Nemaha, Osage, Pottowatomie, and Wabaunsee.
